It was tongue in cheek. I know he is that stupid. He who shall not be spoken for thinks he is a GD genius.

 

Lots of government programs run surpluses, but that isn't even a good measuring stick. A government program running a surplus just means they took in more money than they managed to spend. They probably didn't spend all the money because they were too ineffective or too inefficient.

A better way to ask that question is, what government program operates effectively? Based on audits I have performed the answer is 0.

 

This wasn't covered in Community Organizing 101 and Rev Wright never addressed it in church. He may have learned something while he had his cup of coffee in the Senate except for the fact that he was rarely there. Maybe next time the ignorant voters will include experience as one of the qualifications a President should have. Silver tongued liberals need not apply.
