He didn't declassify them, of course, and when you declare that he "judges them to be not dangerous" you're just making shit up, because you have no idea how dangerous he believes them to be. It's my belief, you see, given his obvious grifting mercenary nature that he stole them precisely because they ARE dangerous... because he wanted to profit off them.

So, Jack Smith was lying when he detailed the severity of those documents in the document?

Whenever I see someone appeal to the "deep state" in his arguments I immediately think "well, there's a dumb ass." It's a cover term for "I don't know what the hell I'm talking about, I'm not a real fan of history, but I have to blame SOMETHING other than my scumbag leader, now don't I?".
