Just because an IP address in a post or an email shows it comes from a specific country that dosen't mean the author of it necessarily is physically in that country. There are programs that will will let you proxify your browser or email client so that while you may be in Louisiana the data you post can be routed through a proxy in China, Russia, Korea, or any other place in the world where you can find a usable proxy.
