    So it's 24 inches long, steel, about 6 pounds, used outdoors, not a wrench, not a branding iron, not a fireplace tool, doesn't make sound, and it's intended to be used with another tool. Hmm...

    Is it something a blacksmith would use?

    A blacksmith might make it, but he wouldn't use it.

    OK guesses have slacked off so I'll start with the BIG HINTS. It's a tool used with a large prybar.

    Is it something the sewer people use to lift manhole covers, stormdrain covers, etc?

    No. You do use it to lift something though.

    So do the lugs fit into something, like into a track or some kind of fitting?
