Kinda but has a very specific name and function

Do the loops go over a bulls horns?

Don't think so, if it is I've never seen one look that way.

Yea i will call that close enough. It's an Indian hackamore. Turn loops down, run left lead through left loop then across through right loop, right lead through right loop then across through left, run that over horses muzzle loops down and reigns tie to ends of leads where you can see the color difference where they had been tied.
