Time to give it up, man. Nobody is going to be able to give you a brand name and the specific widget it works on.
I was thinking this as well but why not just use a screwdriver. They gave some weird half moon locking lugs on aircraft sort of a cross between a screw and a rivet but couldn't see developing a special tool for it. Damn sure wouldn't make it look like that either. Idk maybe @Tiger Exile will give us more
It is a Dzus Tool, AKA Snoopy Tool used to gently open dzus fasteners which are mostly spring loaded 1/4 turn recessed attachment points, primarily used on aircraft. My dad had these from when he flew the P-2. I think not using a regular screw/driver protects soft aluminum and keeps the aerodynamic impact at a minimum.
Does this mean I have to post the next picture? I really thought a couple of our military / pilots would nail it right away...
Well, I thought "some sort of screw fastener that doesn't require much leverage." is fairly descriptive of " a 1/4 turn attachment point that protects soft aluminum". But I don't have a "what is" object at present. So go for it. Hell, anybody who has one should just post it.
I apologize for not giving you the credit due. I got caught up on the word screw (squirrel) and missed what you were driving at. I think Kyle is up from the last time...
