    It's a temporary handle for something. The metal part above the handle is slid up into the indentations to close the two hooks and hold them onto the item to be grabbed with the temporary handle.

    I will say it is used by whalers to affix a grabbing point to a whale carcass

    I guess it could, but you would do time whereas duct tape is suspended sentence/probation.

    Well, we had a Mogen clamp awhile ago (for circumcisions).

    Maybe this is a circumcision device for the BDSM community? No anesthesia, of course.
