    In fact, the initial efforts to arm drones took place in the Kosovo campaign under Clinton.

    In fact, armed drones were operational as early as 2001 but Bush acted with way too much deference to Pakistan under Musharrif. Mushariffs successors have been openly hostile to the US/while taking our money with the other hand. Obama has basically ignored the Pakistani objections to the drone strikes and done whatever he has wanted to do.
