i see so for example in NY i could fill out a business form saying i bought a fax machine, but you can convict me on filling out a false form by not accusing me and not convicting me of actually spending that money on grenade launchers? even if the illegal arms trading is not named or accused or convicted and not within the jurisdiction of the court?
