You said never. If there is a Peyton Manning or an Andrew Luck or somebody like that at the top of the draft you have to take him if you need a QB. Giants didn't do to bad with Eli either. Sure, some teams get lucky like Aaron Rodgers falling in the draft or Tom Brady turning out to be a lot better than projected but I'm not talking about a knucklehead like Famous Jameis or even a level head guy with questionable NFL translatable skills like Mariota.
Ryan Leaf, Sam Bradford there are a ton of teams that put their hopes and dreams egg in a QB'S basket only to get them scrambled. How often does a manning come along? I'm sure one of these list makers like tap can put it together. I'd like to see where the top QB'S in the league were taken.
In the last 25 years, they have had 4 sets of QB's taken 1-2. 1993- Drew Bledsoe then Rick Mirer 1998- Manning then Leaf 1999- Couch then McNabb 2013- Luck then RG3

Cam, Stafford, Smith, Peyton, Eli, Palmer, and Luck as well as Sam Bradford were the number 1 pick. Of course there have been some notable busts too.
There have been boom and busts at every position in the 1st round. Since 1967, 20 QB's have been taken with the first pick.
