This is an imprecise yet reliable way of circumventing your problem:

Use a translation engine like Babelfish (do a keyword internet search on Babelfish). Enter in the URL or web address of the site you wish to visit (but is now being blocked) and select something like "Japanese to English" as the translate from/translate to option.

You should be able to access most of the text on the site, though some/most frames will not load properly. I didn't say it was perfect or even preferrable, but it can work for you in a pinch if you simply have to access a certain site from work.
