Don't ban plastic bottles. Ban dry ice. If you put a piece of dry ice in a bottle with a little water it will explode.

Nobody that I know of but they would need to stock up a good supply so they don't run out before they get hauled off to jail. Maybe they trade beer to the homeless for their urine.
