By amount not being paid? The rich, by far. Most of the 46%, as already explained, work, earn money and file tax returns. They are either so poor that the same standard deduction you or I get eliminates their tax debt or they are so rich that their tax credits eliminate their tax debt.
I have no problem with tax rates being based on income. It does not make much sense for someone who earns $30 million a year to pay the same tax as someone who earns $50,000. But I do not believe in soaking the rich philosophy. Right now the top 1% of the income earners in this country pay about 70% of the taxes, while over 50% of the population pay zero. It does not take an Einstein to figure out something is wrong with this picture. I tend to favor a national sales tax in lieu of the income tax, but I would also find acceptable a flat rate in which the first $35,000 of personal earned income would be tax exempt, and anything above that would be assessed a 15% tax. One hundred percent of corporate income would be taxed at 15%.
