There's really quite a story here when you put two decades together. That fear you mention—it's certainly real with some. The thing I find interesting is that fear comes from the very thing you mention no one trusts; the NCAA being consistent, fair, or thorough. If you take some of the things Rich Johanningmeir did with the Miami investigation and look through history you'll find they were not new. They had pulled similar stunts in the past. Except, back then they got away—so to speak—with their own brand of impunity.
