NCAA is not sitting on anything in this case. It's not time to act on it yet. LSU investigated last year and self-imposed penalties. Now they are doing their formal investigation and write-up, in conjunction with the NCAA, they will submit their findings to the NCAA and "officially" pronounce the self-imposed sanctions. At that time the NCAA can say Ok or send out the dreaded "Official Letter of Inquiry"
