I find it hard to believe Putin sent in thousands of troops only to order them home in a few weeks. Seems pointless.
It may take months, because he has to find a way to save face. But it is already clear that he is not going to invade the rest of Ukraine. Local Russians in Ukraine are not under any threat and they are annoyed at the suggestion. Russian bases were never threatened by anybody. Putin just got freaked when his favored Ukrainian politician got himself fired and his paranoia about Ukraine going over to the West went ballistic. So now everyone is posturing, but eventually Ukraine will reiterate that the Russian bases are fine as long as the Russian military forces running around Crimea go home. NATO will puff up and make threats at the prospect of Russia doing anything similar to its members, but it will assure Russia that it isn't trying to turn Ukraine. Then Putin will allow the status quo to return while trumpeting it as a victory to his own people.

On February 28th, Obama said "There will be costs for any military action taken against the Ukraine." On March 1st Russian troops took control of Crimea. Last I checked February 28th is before March 1st. Most experts are saying that NATO and EU members don't have the stomach for economic sanctions. What are these costs? Putin acted in pure defiance of the US, because he knows there are no consequences. Obama has the foreign policy strength of France.
And the costs are being implemented. Political steps were announced today. Economic ones are coming. And the same experts say that Russia is even more dependent on European money. They have no stomach for economic sanctions either. Putin reacted because of paranoia about the political reversal in Ukraine. The German Chancellor thinks Putin is unbalanced. There have already been huge consequences in terms of Russian credibility and image. NATO has it feathers ruffled and is already moving military assets around. We have F-16's in Latvia and F-15s in Poland right now and a destroyer headed for the Black Sea. Putin did not expect this level of international condemnation.
