They are the ones that sent and received it. So they are the ones that must have removed the markings. Which is illegal.
You're just assuming what you wish to prove, you circular jackass. Those emails were not classified so there were no classified markings to remove. An email can come from any place, and when we're talking about 30000 emails it's very understandable that some bit of classified info would get unintentionally mentioned every now and then within unclassified documents. In this case, less than 1/3rd of one percent. Want to hear a REAL expert in classification explaining this? You're embarrassing yourself.
