Why is Julius Jones in the game more than Reggie

Every now and then I hear some person who doesn't really know football make the comment, "Why don't they just pass on every play? Why run the ball?" This game is a perfect example. Safeties are playing deep... all the Saints have are the dump offs, unless the coverage breaks down.
