Correct, ... but also remember that there were two prior housing-related incidents at USC before the Reggie Bush saga hit the radar. Both were minor by comparison to Bu$h, but both involved players receiving impermissible benefits that involved off campus housing. By the time the Bush stuff came up, the NCAA was already on the trail due to other items.
I would imagine it's not as cut and dry as that. More like something along the lines of: Some guy has an out of town internship over the summer but is locked into a year lease on his place in BR. Since he's stuck with the apt anyway he makes a deal with his buddy that he can stay there for the summer if he covers the bills. Something that seems completely innocent on the surface but becomes a big deal if the party benefiting is on the football team. PS: I complete made up the scenario as an example. I do not have any inside info.
