Another point is where a QB ends up. The Raiders are known, been that way for years. Much of development, at any position, is what team you end up with. Happens at many position with many teams.
JR making an NFL team would be less of a surprise to me than Tebow was being signed by NE. At any rate, I'm pulling for JR to make it in the NFL if for no other reason than to try and erase the black eye LSU got with his dismal failure with the Raiders.
