Well there have been rumors that they may have to CUT Sapp just to sign him. I'm all for getting your money but damn
this is not the Raiders first rodeo. They knew round about what they would have to spend to sign him and had a plan for that. Let them decide, if Sapp was going to need to be cut that was planned before they picked JR.
I'd not get too worked up about that until that rumor becomes a confirmed announcement. It's not like he's the only first rounder that hasn't reported to camp on time... this is business as usual in the NFL.
