No. Not even remotely. It is a function of when the information is received to produce the document. The process can work in a number of different ways, and in none of the ones I am familiar with does the time of birth have anything to do with the control number. The purpose of that number is to reconcile the number of births certificates requested with the number of birth certificates recorded. Generally a block of numbers is checked out at a time, say 001-099. Then folks in the registrar's office open mail and grab a form. They reconcile the 99 forms checked out to the 99 certificates requested and check out another batch. When the birth occurs is not a part of the process.
