I can't speak for birth certificates, but I do know that many sequentially numbered blank documents are numbered so in the order they were printed. I assume that every hospital in the state has a stack of these like airwaybills at every FedEx location and it's reasonable to expect that sequential numbers spread across multiple locations can be filed with the state in non-sequential order. I don't know if the State of Hawaii does the same thing, but it's entirely possible. Getting past where he was born, I never understood why the location mattered. John McCain was born in Panama. All Obama needs is one parent as an American citizen regardless of where he was born, no? Either way, people still concerned about Obama's citizenship should be held ion the same regard as those people in Florida who claimed that Al Gore won the 2000 Presidential election. It's over dude. This administration fuels conspiracy theories. The waiting two years to put the long form b\c out, dumping the body quickly and not releasing the pics to the press gives ammunition to the ones that want a reason to see a conspiracy. I think it is a political strategy to marginalize decent. No. Conspiracy theories are usually irrational. People being looney fuels conspiracy theories. No one with even a shred of intelligence saw this as a problem. Again it goes back to the conspiracy theorist being a moron. No amount of proof will ever suffice. When decent is based on evidence you can't marginalize it because you have to answer to facts.
