You don't have to be military to know that. Just have to buy the kit which is legal to sell as long as the dealer doesn't sell the weapon at the same time. It is illegal to modify for full auto but it's also illegal to shoot people, even if all you have is a single shot .22.

I heard some video this morning and it sure didn't sound like an m4 but did sound like some modified hand crank or bump stock. More the former.
