Basically, Gray v Sanders established "one man, one vote". Many Southern states used county districts for state senates (similar to the Congressional Senate using individual states). This was declared to be discriminatory and apportionment at the state level must be based on population. This effectively tilted the balance of power in all states to areas of high population density and has left rural areas with very little say in state matters.

Even though property taxes are low in Louisiana I hate paying them. I don't believe that you should have to pay a yearly tax on anything you have already purchased. There could be a sales tax paid at the closing just like you pay when you buy a car, then nothing afterward. And if there is a property tax election non property owners should not be allowed to vote to raise the taxes of other people.
