  3. no they were discussing the points where they would be more likely to break and what they would to fix it since its known they were built for a cat-3.

    seems they woulda had the resources in place since this was numero uno scenario.

    surely we can agree it took far too long and it seems the cluster**** of logistics between the local and feds is the culprit.
  4. New Orleans has had a levee repair procedure in place for thirty years per my engineering pal from Metairie. The biggest concerns were from both Spring flood waters and hurricanes. The way to repair a broken levee is detailed in an existing procedure in place. They use the concrete sections (roadway dividers) and sand. For larger breaches, they can opt to use containers (railcar, etc) and sand.

    For things to work out, PROCEDURES MUST BE FOLLOWED. This has not happened in N.O. The city has returned to the STONE AGE. Currently, A "BATTLE FOR THE PLANET OF THE APES" is now in progress with total civil meltdown and looting occurring. One article stated that armed gangs are roaming with guns FROM LOOTED GUNSTORES :dis: It's gonna get disturbingly worse with many law enforcement killed and wounded until armed National Guardsmen & Army troops take control of the situation.

    Rescue efforts must be coordinated, order must be restored, the levee breaches must be repaired, the pumps must removed tainted storm water, Utility repairs and infrastructure must be evaluated & a gargantuan FEMA effort must be coordinated, all this before people can return.
  5. A spokesman on NPR this morning said that the only good news in New Orleans was that the water level was essentially at Lake Pontchartrain level and would not go any higher.

    As Pontchartrain drops slowly the flow through the levee breach will reverse. But the levees still have to be fixed or the pumps (when they are working agian) will be working at odds with the situation. There has to be an outflow channel for the pumps that will carry water away.
  6. Until the levees are fixed, the water level in NO will rise and lower with the tides.
