The two most important are in my opinion Players can now transfer anywhere they want, in conference, out of conference even in division and no one can stop them. Still have to sit a year but wow, Saban must be effing pissed! The other is the new redshirt rule. Think I heard that they can play in up to 4 games and retain their eligibility for that year. Pretty important rule changes imo.
Have to read more, I think they go into a database and it becomes sort of like Amazon for players. Ask and ye shall receive
Upon further review, it appears the transfer rule is sort of toothless. Conferences can still restrict where a player can go which means its much ado about nothing. Leave it to the NCAA
If a player gets his degree he can transfer anywhere and play right away I believe. As long as they have eligibility left. Or anytime if it's an fcs school.
