vegas doesn't go on historical factors which have no validity to today. it deals most specifically with the players/teams/coaches themselves. because a 12 seed always upets a 5 seed will not be reflected in those odds until more money is put on a specific team then its adjusted. if for 10 years straight a 16 beats a one seed in every round a 16 seed will not get better odds than a 1 the following year.
