I remember reading about a proposal that was brought up at The Links Club in the '30's that wanted to ban rakes from golf courses. So, based on that, we know they existed. That also means the rule was in place about movable objects. How could he not know the rule? It's literally a staple of the game. Playing over there you know he knew the rules about ground under repair (casual water.) How could he not know that rule? (Remember Stadler using the towel to kneel on and getting a penalty?
