A lot of that can be attributed to the hurricanes. People whose homes and communities have been torn apart tend to feel that it should take precedent over renovations to a football stadium.
And most of the work was being done on the inside, where you can't really see the progress beng made unless you tour the building.

The lower sideline sections were built in 1924, the first structure built on the new campus. The upper sidelines were added in 1931, the North end zone in 1936, and the South end zone in 1953.
