I can see that there is no point in asking you for a third time to come up with any substantiation for your previous allegation. Because you can't. We call that "full of shit" back in the piney woods.

I've worked on research contracts for the Department of Defense, Speedy. It's a mistake to assume that I'm stupid regarding classification of documents.

 

The discussion is all about the emails. The only statements on the record say that the emails contained material that "should have been" classified but were not classified at the time. It is the key to the whole matter. If there is a crime here, it will come out. But I wouldn't hold your breath.

This does not surprise me. Nor would it surprise me that if the FBI undertook an investigation into classified document handling across government it would be shockingly lax everywhere. That report would be classified.

According to the State Department . . .

"The Intelligence Community has recommended that portions of two of the four emails identified by the Intelligence Community's Inspector General should be upgraded to the Top Secret level. Department employees circulated these emails on unclassified systems in 2009 and 2011 and ultimately some were forwarded to Secretary Clinton. They were not marked as classified.

"These emails have not been released to the public. While we work with the Director of National Intelligence to resolve whether, in fact, this material is actually classified, we are taking steps to ensure the information is protected and stored appropriately."

And more in your line . . . this is from Army Regulation 380-5 on the classification, downgrading, declassification, transmission, transportation, and safeguarding of information. . .

3-12. Upgrading​

Classified information may be upgraded to a higher level of classification only by officials who have been delegated the appropriate level of original classification authority, in accordance with chapter 2, section II , of this regulation. Information may be upgraded only if holders of the information can be notified of the change so that the information will be uniformly protected at the higher level. The OCA making the upgrading decision is responsible for notifying holders of the change in classification.
