If you are working with the government and you don't see a classification, then out of abundance of safety and proper procedure, you must presume it to be top secret until it is marked otherwise. SpecOps people know this, other government officials know this, and Hillarity was trained in this aspect in order to be SoS. When you have contractors and so many other employees handling and having access to potentially highly secret information, it's seem like common sense to go the careful route. Carelessness in security issues can cause people to lose lives.
She had the ability to classify and to declassify information as well--as it pertains to the State Department. She can write the rules on departmental procedures, too. But she has no control over information classified by the Pentagon, the Intelligence agencies, or the Executive, especially if classified years after the fact. There has aways been wide disagreement between the Pentagon, the intelligence agencies and the State Department over what should be classified and what should not. This is the slippery slope that Comey doesn't want to open. Half of Washington might be handling information not classified by their own department but classified somewhere else. It could tie up DOJ for years.
Flawed logic here. You said just because someone marks a document classified doesn't mean it is. In fact it is classified. That is how classification works; it's the duty of the sender to properly classify a document. Now if you meant just because it's marked classified it should have been you may have a point. There is an issue of over classification. This is usually done either in a cya mode or to keep a document from the public. AS to the documents that HRC transmitted Comey was clear that many were not only classified but had extra security above Top Secret classification. Likewise she was trained (supposedly as she signed a document saying she was) in proper handling of classified documents. That's not very complicated sport.
