Regulation of marriage contracts is not a power delegated to the Federal government... it is reserved for the states. The problem is not states that pass laws like in North Carolina. The problem is that a bipartisan vote of Congress and a Democrat president created the Defense of Marriage Act. When that law is finally challenged and shown to violate the Tenth Amendment, same-sex marriage will be made legal in all states due to the Full Faith and Credit clause of the Constitution.
