It uses the same system they use for flu reporting every year, since symptoms overlap. The reporting system and pre Covid data was Already in place. This is a leading indicator prior to a Covid test. These measurements don’t attempt to differentiate between flu, pneumonia, or Covid-19. However, you will note the 2018 and 2019 data is given and is similar. It is not that great a leap of faith, in fact, no leap at all, that based on the uniform nature of flu, over time, in the prior two years, the delta (difference) in the 2020 data is mostly attributable Covid-19. Again this is simply an indicator, but is free from Covid-19 testing anomalies.
