Someone made an interesting point the other day along those lines: If a "Big" program indicates interest in a player, that in itself can (Or does) increase their "Rating". Sounds reasonable to me but I don't know who decides on those ratings. I know there have been many two and three star players who've been All-American so it's ability to recognize talent.
