thats not correct, the way it works is that presidents can declassify without any sort of codification or announcement. like i said 9 times, the president can, for example, take a photo of the bin laden compound and put it on twitter even if it is secret. him deciding its not secret is enough.

it "was" but then he declassified it. the word "was' is past tense.

by nature the president can order/command/make/process or whatever to declassify without any written or spoken action.
