we have explained this many times. a president can take a classified document, and post it on twitter for the public, if he wants. he has declassified it simply by deciding he can show it to the public. he doesnt need to write anything down or tell anyone. he has simply decided in his brain that its not classified anymore, and it isnt.

 

i have heard him say he declassified the stuff, so its declassified. he can say later that it isnt, but it is. after he is president he does not have the power to retroactively classify
