Oregon Ducks acknowledge NCAA recruiting violations - ESPN

EUGENE, Ore. -- The NCAA is alleging Oregon violated the organization's regulations in the way it used recruiting services over the past four years....
    ----------
NCAA lays out violations by Oregon football program in documents released Friday

    NCAA Document received by UofO
    Documents at The Register-Guard | The Register-Guard

    ----------
NCAA investigation preliminary finding: Oregon Ducks broke rules in 2008, 2009, 2010, 2011 | OregonLive.com

....The NCAA's proposed findings of violations are not a Notice of Allegations, a formal procedural step that would indicate the NCAA is ready to make a case. A UO spokesman said the school has not received a formal Notice of Allegations.

....The documents suggests that the Oregon football program broke a series of NCAA rules between 2008 and 2011:

---The Ducks improperly used three recruiting or scouting services, Elite Scouting Services, New Level Athletics and Complete Scouting Services between 2008-2010.

The services are allowed to deliver only written reports and videos to their clients. Preliminary NCAA findings indicate the Ducks received oral reports from ESS and NLA, and from CSS in 2010. In addition, CSS did not provide Oregon with the NCAA mandated minimum for the number of formal reports it must provide a school in a calendar year.

--- In the years 2009, 2010 and 2011, Oregon used an impermissible athletic department employee to recruit. It was not clear Friday who that was.

--- The athletic department failed to adequately monitor the football program's use of recruiting or scouting services, and failed to adequately establish policies and procedures to monitor the football program's use of recruiting or scouting services.

--- The NCAA's preliminary report found seven violations. Four were completely redacted by the school, citing the Family Educational Rights and Privacy Act, or state law and Oregon Administrative Rules. Another was redacted partially.

George Schroeder: Are Oregon’s NCAA problems paper cuts or the sword of Damocles?

    By George Schroeder
    The Register-Guard Columnist

We shouldn’t draw too many conclusions from those documents Oregon released the other day. You know, the stuff from the NCAA under the heading:
    “PROPOSED FINDINGS OF VIOLATIONS”
The all-caps makes it feel more ominous. And that’s appropriate, because it’s likely they’ll drop “proposed” at some point, and just call them violations.

We don’t know that for sure. Also, we don’t know what four of the seven proposed violations are — the school’s legal counsel withheld them, citing privacy law. There’s no way to even begin to guess what penalties might come — or when.

We can be sure of this, though: Oregon’s Year of Living Anxiously continues.

Yeah, it really has been that long. The unhappy anniversary arrives this week. A year ago Saturday — March 3, 2011 — news broke of Oregon’s $25,000 payment to Texas talent scout Willie Lyles.
Just like that, the subject morphed from Oregon’s remarkable vault into college football’s upper tier to serious speculation about how the Ducks got there.

In the months since, I’ve heard from many fans who don’t want to hear any more. If you think you’re tired of it, trust me, Oregon types would love nothing more than to be finished with this mess.

If coaches and administrators could, they’d stick fingers in their ears, hum a happy tune and pretend nothing was wrong. Publicly, it sometimes seems they’re doing just that. Behind the scenes, and aided by a high-powered law firm (which has been paid more than $100,000 so far), they’re dealing seriously with very real issues.

That’s what the documents released Friday are all about: Oregon working with the NCAA to come to some sort of conclusion. The Ducks hope when “proposed” is removed and a formal Notice of Allegations is issued — and then when sanctions inevitably follow — their cooperation will be a mitigating factor.

Also, they just hope the thing ends sometime. If publicly they’re cautiously confident, they’re privately concerned, and frustrated with the investigation’s pace.

The NCAA’s enforcement staff claims that on average, it takes 11 months for major infractions cases to be resolved. That’s from the time the tip was received to when the penalties are meted out.
But the length of the continuing timeline doesn’t tell us much. Never mind the average. The point is, this thing isn’t over. The Ducks have been in the NCAA’s crosshairs for almost a full year now, which makes the Lyles saga seem like the never-ending story.

The NCAA called Oregon within hours after the news broke. The next day, an investigator e-mailed to request reams of material related to the football program’s use of scouting services.

Players, coaches and others have been interviewed by the NCAA — some, including Chip Kelly, more than once. And no matter what eventually results, Oregon has been highlighted too often these last 12 months in cringe-inducing headlines like this:
“NCAA says Oregon broke recruiting regulations”

That was Friday, on a national website. But there have been too many others. Whatever anyone suspects Oregon did or didn’t do, I think we can all agree the publicity hasn’t been good for the brand.
And whatever happens from here, the news isn’t likely to get much better. I’m not talking about punishment — there’s no predicting what the NCAA will do — but about tarnish.

The newly released documents reveal that much. “PROPOSED FINDINGS OF VIOLATIONS” is actually two drafts. The first was issued Dec. 16; a revised version was apparently delivered to Oregon sometime earlier this month.

Each is simply a snapshot of the process. But from the portions that weren’t redacted, it’s clear the NCAA plans to charge Oregon with breaking several rules, as well as with “failure to monitor.”
In NCAA jurisprudence, that’s a significant step short of “lack of institutional control.” But it’s a tag schools want to avoid, and it’s a pretty good bet to be accompanied by penalties.

Until the Notice of Allegations arrives, we won’t have the full picture of the case the NCAA plans to make. (And sure, expect hefty portions to be hidden from public view.) Even then, we won’t have a firm idea of what sanctions might follow.

Does Oregon get hammered? Lightly slapped? Somewhere between, I’m guessing. But at this point that’s all anyone can do.

We know only this: As an unhappy anniversary approaches, the Ducks’ Year of Living Anxiously continues. Until further notice.

So what is the word on the street for the recruiting violations... 3 years probation and five scholarships for a single year?

Well I think an Athletic Dept. employee is going to be sacrificed. He went way beyond his job description and caused a mess. Also Running Back Coach Gary Campbell was most involved with recruiting in Texas, I still think his job is in jeopardy.

Sanctions against the school? I have no clue really, I do like the picture this article paints though.

"Oregon running back Tra Carson will transfer" | Oregon Football with Rob Moseley | The Register-Guard

....A native of Texarkana, Texas, who attended the same high school as UO record-holder LaMichael James, Carson played in 10 games as a true freshman, also catching one pass for six yards and contributing on special teams with the kickoff return team at times. The 6-foot, 227-pounder was billed as a bigger back to complement Oregon's stable of smaller, quicker runners. Carson was projected to enter spring drills as a sophomore backup to senior Kenjon Barner. The Ducks signed one incoming freshman RB, another big body in Byron Marshall.
Carson is the third running back since the end of 2010 to leave the Ducks, following on the heels of fellow Texans Dontae Williams and Lache Seastrunk.

"Oregon receiver Josh Huff arrested early Saturday for DUII" | Oregon Football with Rob Moseley | The Register-Guard

A rough day of news for Texans on the UO football team, as Jack Moran of the R-G is reporting that UO receiver Josh Huff was arrested for driving under the influence of intoxicants early Saturday.
An Oregon spokesman said athletic department officials were aware of the incident, but that was it at the moment. No word of any potential team penalty or anything.
