No, shitbag pelosi removed all of those rules so they are still in place. This is one of the sticking points that the 20 wanted changed, to make it so the speaker could be recalled if they didn't do what they said they would do. Gaetz will be just fine, McCarthy would be an absolute fool to try any of those shenanigans with the concessions that were made (If they were really made).
