Not sure where you are getting this. Oklahoma is as red a state as you will find and bud is everywhere. You literally can't throw a stick and not hit a dispensary. Same goes for doctors handing out "medical cards" Hell I know at least 3 people that have grow operations. It is full blown
There's a few states with very strict laws where you could easily face jail for a small amount. Hell, even in Texas a gummy bear could get you thrown in jail. Some counties will, some won't. But the main point is that it's classified as Schedule 1 under federal law. - no medical use whatsoever. So no banking, no research, - just the looming threat of Feds cracking down on states and potentially arrested by Feds. The main thing it does is allow BigPharma to keep cannabis in the doghouse. So they can keep their pill pipelines wide open. Congress does not do anything about it - both sides - because either they're bought by lobbiest or they're cowards.
