Yes it counts. Impeachment is just bringing the charges to be tried. The senate holds the trial and if convicted he losses office. Only the president, VP and federal judges face impeachment and conviction. Clinton was impeached, Andrew Johnson was impeached. Of course Trump has been impeached twice. None were convicted. Several federal judges have been impeached and at least one convicted. Albee Hastings was impeached and convicted. He’s now a democrat congressman from Florida who just voted to impeach Trump. Members of Congress do not face impeachment. They can only be thrown out by the body they sit in. Several have been expelled though I don’t remember any specific names.
This is a political move simply to prevent the opportunity for Trump to run again if he so chooses. What they claim he did is insignificant to what it is they actually want and that is for him to be shut down forever.
Further proof that bullshit politics run amok in DC. I prefer a common sense interpretation. I don't consider a POTUS impeached unless he has been convicted by 2/3 of the Senate members.
