PR is not a foreign country and not a state. Therefore they should be handled somewhere between the two. And that is probably exactly what is happening. That said they need man power to move things around. If they were not an island loads of volunteers would already be there. However they are an island and it will take time to get all the pieces in place.

If Trump had donated a billion dollars od hid own money and flown his own plane full of food to the victims you would find a way to spin it into a bad thing.
