Why should the government favor small businesses? What if the big companies can do it better, faster, or cheaper? If the big and the small do it with the same level of effectiveness and efficiency why should it matter which one the contract goes to?
Because it's heavily slanted towards Big Business right now. Just make it fair. Small Business is the backbone of our economy, they hire more people and create more jobs.

What percentage of those dollars were part of contracts that were far too large for a small business to take on? Also, what percentage of contracts that went to large businesses were subcontracted to small businesses?
