So it says your virus scan failed. What virus protection are you using? If it is up to date then it seems it might be telling you that it found something suspicious in that file and that is why it won't download it. If you want to proceed you can always disable your firewall and that should allow it to load but that is dangerous. I'd be very careful with that.
I also see that this is an msi if it was zipped at one point you would have to unzip it. When you do there should be a dialog box that comes up. When it does look in the bottom right corner of that box and uncheck the box that says unblock. Like this...
