Taxation is a recognized system of gathering revenue in democracies, almost all of whom have sliding scales. It's in the Constitution.

Taxation is entirely constitutional and it is not punishment, it is a privilege of citizenship. Fixed tax rates inherently favor those who have more money. The more money they make, the less the real impact it has on them. What punishment? It's more like a perk.
