They were, but in 1990 measure 5 was passed, it's a property tax limitation law. -No matter how much the property's value has risen, the amount the tax-payer actually pays, can be no more than a one percent increase compared to the year before.-

It's grandfathered in, if you sell, the new owner pays taxes on the full value, then the 1% increase law kicks in again. Additionally, lets say you add a room on to your house, boom, your tax bill jumps up to the property's full appraised value.

Before the big recession, my forest property was appraised at $120k, but my tax bill was based on $45k :)

The government gets their money though,.. we pay a hefty state income tax.

I was too angry to respond after I read this yesterday. This man is breaking the law IMO...he's intimidating students and by demeanor creating a threatening atmosphere in the classroom. He's got a history of physical violence involving students and I'm quite sure a lot of students know about it. I found it pretty horrifying and disappointing that a student whose father and uncles are Marine Vets, didn't want the video to get out because he didn't want to be ostracized by other students. Jesus....his own blood risked their lives and he can't feel enough to stand up to his fellow classmates? THAT is also on the teacher.

In order to understand this a bit more, you have to understand Pico Rivera. It's not a wealthy area and the majority of residents are hispanic. I'm quite sure parents are clueless as to how they might successfully challenge this asshole. Here's a parent letter printed in a local paper....you'll understand after you read it, or attempt to read it.

"Mr salcido should not even have a job that man. Had the nerve to send my son home from school with a straining order ..because my son did not want to fight with him and we weren't told me that we had to wait to find out y our son couldn't go to school then when we went to court the judge got all over him for trying to fight with a boy that was only 15 another boy that was a senior said fight me I'm eighteen that boy was given 30 days off school as well as my son all when i went to school district they back him so bad that he was allowed to put restrianing orders on both boy cause Mr salcido didn't want to fight the 18 year old then couldn't explain to the judge y he was using the city attorney for school business he was lost for words when the judge asked him how did u get a restraining order on two boys from school using taxpayers money for his sick selfish purposes.on top of. .all this no explaining how a teacher keeps two boy from school for a month on till we went to court this man has done this to other students I hear in the past. I think that he should be restrained from teaching.so he been in city council big deal school district backs his unprofessional behavior.that man has hit kids asking students to fight. Do background checks on this man he's no good now he wasn't good back then this was only 2014.so the high sent my son home with no reason y he had a straining order on him we were told that we had to wait till we were in court to find out y my son couldn't go back to school calling kids out to fight putting restraining orders on kids with no explanation s trying to because he felt because he felt threatened from the boys. But yet he took his wife and son to court. The other boy barley graduated.but my son was told by school district he could not that go back do to me.salcido I don't care for educater s that use tax payers money for his owe personal gain and still has a job the judge even asked him if you felt your family threatened y bring ur wife and son to court for everyone to see them. Judge was not letting nothing get by him.judge had never heard of a teacher restraining kids from school the school police did not know why my son was sent home not did the school district.my son is nineteen now and after reading all this refreshing my memory.i going to make sure that my story is hear by who can help us get then man fired"

"Born in East Los Angeles, he is a graduate of El Rancho High School and alumni of Whittier College, Whittier, California, with a bachelor's degree in history.

As of now, Salcido is a history teacher at his alma mater, El Rancho High School in Pico Rivera. According to the official page of the city, Salcido serves as a member of the History and Heritage Society Committee."

So basically, coming from Pico, he's at the top of the ladder, a full-blown success.

At the moment he's "under investigation" but on campus and the police are out in force in case he gets threatened, lol. It takes a lot to get fired considering the Teacher's Union contract in CA. I don't anticipate he will get fired. At most maybe a slight reprimand.

    Update.....

He's been place on administrative leave so he's out of the classroom for now. He's also been relieved of all city council duties.

    From the student involved...

"He has a history of being anti-military,” Victor Quinonez, the student, told Fox. “Everyone’s entitled to their own opinion but at the same time they shouldn’t be disrespecting the veterans who have fought for our rights, who give up their lives and do stuff that other people are not willing to do.”

“He called me out in front of the whole class,” Quinonez said. “He wanted to ask why I wanted to join the military.”

“I told him it’s a family tradition; it’s something I’ve been wanting to do as a kid. And he ended up saying, ‘So if it was a family tradition to beat women, would you continue it?’”

History teacher comparing joining the military to beating women.

But I'm guessing that another video that surfaced may be his undoing.

Possessing child porn should be okay.

Being stupid isn’t probable cause. Reasonable suspicion maybe; but it’s not illegal, yet, to be a complete fucking moron.
