Over half of those are not flip flops. The words if , maybe , open to , etc... are not endorsements of a policy. Bills change drastically in the House and Senate. The bills do not, however, change drastically after the Senate and House. Bush signed bills that passed with both Republican and Democrat support, and continues to support them. Kerry voted for No Child Left Behind, Patriot Act, etc. as they stand today, yet is against both today. Big difference.
