Nobody said he broke any laws, although it's possible he did. (I believe he can declassify information at any time, but there's a process to follow before that information can be disseminated). Inasmuch as he has now jeopardized the lives of intelligence agents, both ours and our ally's, and has now jeopardized future intelligence capabilities, the fact that it's not criminal does not diminish its seriousness. For example, as Commander-in-Chief FDR would have not been technically criminal to withdraw cover for our D-Day troops when they were getting blasted by enemy fire on Omaha Beach... but it certainly would have been both scummy and impeachable.
