At the time this was thought to be a necessary step to curb crime. We know today it was overzealous and discriminatory, which is why many parts of it need to be undone. I don't think any sane person can look at it and say otherwise. By your own admission it was supported by the congressional black caucus so it was widely accepted as a necessary step at the time. Given 22 years of history we now can say that it wasn't well thought out and needs changing. Did you honestly think I was going to say otherwise?
