Understand what exactly? If it is so clear to you, make a point. Bush was president that oversaw the finalized draw-down. Negotiations were made and a final timetable was set. Very, very simple. Obama was the president that oversaw the death of OBL.. Very, very simple. The troop presence you reference had nothing to do with the war and more to do with security of the new government. It was not a "war" force. I mean, what are you arguing here? Are you mad that he negotiated? Or are you mad that he wanted to leave a security force? In either case, Bush set the timetable that Obama campaigned on.
